Governor McMaster and state leaders encourage early hurricane season preparation

CHARLESTON COUNTY, S.C. (WCBD)- South Carolina Governor Henry McMaster met with state emergency and transportation leaders in Charleston County on Friday to discuss preparations for hurricane season.“We’ve been through this before, but we have a lot of new people in our state who have never been through a hurricane before and never seen one,” said Governor McMaster. “It’s not just a coastal event although that’s where it begins. CHARLESTON COUNTY, S.C. (WCBD)- South Carolina Governor Henry McMaster met with state emergency and transportation leaders in Charleston County on Friday to discuss preparations for hurricane season.

“We’ve been through this before, but we have a lot of new people in our state who have never been through a hurricane before and never seen one,” said Governor McMaster. “It’s not just a coastal event although that’s where it begins. But, it can travel all across the state.”

The South Carolina Emergency Management Division (SCEMD) says that they are prepared for the worst.

“We’re prepared for a direct hit,” said Kim Stenson, the Director of SCEMD.

Emergency officials also warned coastal neighbors about the risk of flooding from hurricanes. The most important talking point was to prepare homes for a storm now and not right before it arrives.

“We’re almost certain to have some hurricane activity in South Carolina this year,” said Stenson. “Know your zone, prepare your home and remember your route. They will help keep everybody safer.”

The South Carolina Highway Patrol (SCHP) has been making sure all evacuation routes are clearly marked. SCHP encourages all neighbors to know their evacuation zone and stay on their evacuation route.

“A lot of times your GPS is going to want to take you to another route. We ask the public to please stay on your route, know your zone and prepare early,” said Colonel John Travis Manly.

One of the key measures taken to ensure a smooth evacuation from the Lowcountry in the event of a major hurricane is reversing the eastbound lanes of I-26. SCHP and the South Carolina Department of Transportation (SCDOT) say that they are prepared for that possibility.

“We start that reversal with a crossover just west of Nexton Parkway and it ends in Columbia at exit 116 right there at I-77,” said Rob Perry, the Director of Traffic Engineering for SCDOT.

There are 35 evacuation routes that are used when a storm is strong enough. SCHP says that there will be a full-scale exercise on June 9 to prepare for an evacuation like that.

“I recommend that if an evacuation order is issued that means that it is time to evacuate and heed that,” said Governor McMaster.

If it seems like parts of Berkeley County are being invaded by new out-of-state residents, you’re only halfway wrong — or correct.

Almost half of new home buyers in Nexton and Carnes Crossroads — two of the most flocked-to master-planned communities in the Charleston region — are coming from places beyond South Carolina’s borders.

In 2021, this group represented 47 percent of purchasers in Nexton and Carnes Crossroads. The other 53 percent came from within the Palmetto State, with 70 percent of those originating from inside the Charleston area, according to data provided by the developers.

“It’s been that way from the beginning,” said Nexton spokeswoman Cassie Cataline. “Since we’ve opened, the percentage has been about the same – 50-to-60 percent of the buyers have come from South Carolina and the rest from out-of-state. I don’t know if it’s a price-point thing or what.”

The 5,000-acre Nexton property is expected to put about 7,000 homes on the ground with a population of about 17,500 at full buildout over the next decade. Over roughly the same period, the nearby 2,300-acre Carnes Crossroads development could have about 4,500 homes with more than 11,000 residents.

A common misconception among Lowcountry residents is that the majority of buyers are moving from either the Northeast corridor or Ohio.

“No, we are not being invaded by people from Ohio,” Cataline said with a chuckle.

Last year, the largest percentage of out-of-state buyers in Nexton moved in from North Carolina and Georgia, specifically from the Charlotte and Atlanta metropolitan areas.

The other top referring states were New York, Virginia and Pennsylvania as those buyers were made up primarily of retirees.

“It’s not just the home itself anymore that’s important,” said Roni Haskell, a realtor with Keller Williams, who has sold more than two dozen homes in the two mixed-use mega-developments. “Yes, the home and affordability are huge factors, but it’s also the neighborhoods now. More and more buyers are looking for the master-planned communities — what I’d call macro-communities — like Nexton and Carnes Crossroads.

“They don’t want to feel isolated; they want to feel like they are in the heart of things, but they don’t want have to go too far to get that lifestyle,” she added. “They want a community feel.”

Nearly 85 percent of buyers in Nexton were made up of either baby boomers or millennials, although there was a smaller percentage of younger buyers as well.

Caroline Ayres, 29, grew up in the Hilton Head Island area and had been living in an apartment in Summerville with husband, Lee, since 2018. The couple wanted more space and went in search of a home in early 2020, finally settling on a property in Nexton’s Brighton Park.

“Everything is super convenient and anything we need is about 10 minutes away,” she said. “Summerville is close by, and we can hop on the interstate and get to downtown Charleston pretty quickly. There’s a lot to do, some great restaurants, some great walking trails, there’s green space, we have a dog park near our house, so everything we need is right here. Those factors were huge for us when we were making our decision on where to buy.”

Tucker Martinelli, 61, was stationed at the Navy base in the early 1980s and was familiar with the area. When his wife, Elizabeth, retired as a school teacher in the summer of 2020, the Charlotte coupled moved to Carnes Crossroads.

“South Carolina is a retirement-friendly state with some of its tax policies,” Martinelli said. “I knew the Summerville-Goose Creek area pretty well. We looked at some homes in the Del Webb section of Nexton, but we fell in love with Carnes Crossroads. We’re still pretty active, so we like to get out and do things. That’s very important for us.”

Ayers said the mix of families in her Brighton Park neighborhood offers a unique generational blend.

“We have young families with kids and without kids and also some retired folks,” Ayers said. “I think it’s an interesting mix because most neighborhoods are normally either young families or an older crowd. Nexton offers a little bit of everything to every generation and that gives it a real community feel.”

Nexton sold 576 homes during 2021, giving the community a total of 2,000 sales. At the end of 2021, Nexton had 1,675 occupied homes and another 250 sold and under construction, with 1,258 completed apartments and 602 under development, Cataline said.

Carnes Crossroads had 480 completed homes in 2021 with 57 under construction, 42 in the planning and approval stage and 823 apartments on the ground, said spokeswoman Julie Dombrowski of DI Development Co., the development manager for the project.

Cane Bay, another large housing development in that area of Berkeley County, did not respond to a request for comment.

Charlotte firm to build supermarket, apartments after paying $12M for Summerville parcel

SUMMERVILLE — A Charlotte real estate company recently paid just over $12 million for nearly 24 acres in Nexton where a new mixed-use, grocery-anchored development will be built.Crosland Southeast plans to build a Publix supermarket and 351 apartments on the western side of Nexton Parkway where Brighton Park Boulevard now ends. The property is undeveloped without any streets.The site, called One Nexton, is directly across the road from a planned Harris Teeter supermarket and is less than a mile from U.S. Interstate 26....

SUMMERVILLE — A Charlotte real estate company recently paid just over $12 million for nearly 24 acres in Nexton where a new mixed-use, grocery-anchored development will be built.

Crosland Southeast plans to build a Publix supermarket and 351 apartments on the western side of Nexton Parkway where Brighton Park Boulevard now ends. The property is undeveloped without any streets.

The site, called One Nexton, is directly across the road from a planned Harris Teeter supermarket and is less than a mile from U.S. Interstate 26.

The sales agreement calls for at least 54,000 square feet of retail construction to begin by March 22, 2023, with two more phases and an additional 31,000 square feet of commercial development by one year later.

Publix announced in December it has leased property for the new store, but the Florida-based grocer did not say when construction will begin or how large the store will be.

If the Charlotte firm fails to start construction by the start date, the deed allows Nexton developer Brookfield Residential to repurchase the property at the original sales price.

Construction on the multifamily development is expected to start by late summer, with an opening in 2024.

Future phases will include a hotel, office space, additional retail and more apartments, according to a statement. In all, another 65,000 square feet of retail and restaurant space will be added.

Plans also call for an office core to be developed around One Nexton in about five to seven years.

The new project is part of Nexton’s effort to provide housing, services and job opportunities within its boundaries to allow residents to live, work, play and shop without long commutes, according to Brent Gibadlo, vice president and general manager of Nexton.

“One Nexton will create more employment and business development opportunities for Nexton while also providing meaningful spaces where people can connect and be active,” said Peter Pappas, managing partner with Crosland Southeast.

After One Nexton is completed, it will be connected to a network of parks and trails throughout the 5,000-acre Nexton development where as many as 7,500 homes could be built about 25 miles from downtown Charleston.

At the end of 2021, the subdivision, which is mostly in unincorporated Berkeley County, had 1,675 occupied homes and another 250 sold and under construction, according to spokeswoman Cassie Cataline.

At full buildout, Nexton could be home to 18,750 residents, larger than the current combined populations of Moncks Corner and Hollywood.

Just west of Nexton near the Nexton Parkway interchange at I-26 sits about 1,000 acres annexed by the town of Summerville in 2020. The tract almost abuts the One Nexton site.

It’s approved for up to 700 homes, and plans for the first 177 along Linda Way near Drop Off Drive have been presented to the town. Drop Off Drive is a frontage road between Nexton Parkway and Jedburg Road along the northern side of I-26.

According to the county supervisor, Johnny Cribb, in the last decade Berkeley County grew by 52,000 people. Cribb says that’s the second fastest in the state and the top 1% in the nation.

With new developments like Cane Bay, Nexton and Carnes Crossroads, Cribb says they’re playing a tremendous game of catch up. And it’s not just the county, the school district is as well.

“It’s basically the fact that some schools are overcrowded,” Berkeley County School District’s Board Chair David Barrow says.

Right now, there are 36,000 students enrolled in the Berkeley County School District. Barrow says projections continue to show a growth of at least 700 to 1,000 students per year which is enough students for an entire new school every year.

On one hand BCSD is working to maximize the facilities they already have. But, they’re also looking at ways to fund new capital projects in the areas being developed.

“We basically have prototype models already for the elementary, middle and for the K-8,” Barrow says. “Those are architectural designs that we actually own, so that when we do build another elementary or middle school, we have those prototype plans so it doesn’t cost as much. The growth is there. The plan is there. The prototype models are in place. It’s just a matter of funding.”

Cribb feels new growth should be the one to foot the bill.

“Growth needs to pay for that new school,” Cribb says. “You can’t tell me that the property value of that home and that lot to be able to go to a school within your community. You know, on Daniel Island, their biggest struggle is bike racks, not buses and cars. So whenever you embed a school within a community, they’ll get that tenfold back. So that needs to happen more often.”

Those with the school district say they are working with developers to possibly have land donated for future school locations. They add, while it’s a challenge, they don’t anticipate raising taxes or asking for a new bond referendum at this point in time.
